    Wasn't the problem there that much of the economy depended upon oil
    sales. When prices were high the government didn't invest in their
    economy and help insure the economy would still do well when oil
    prices inevitably came down. Especially since the revenue from oil
    sales went mostly to the government so few of the citizens benefited
    from those sales.

    lacks an adequate farm sector to feed themselves, yet despite having to
    import raw materials, they are prosperous?

    Um, thanks for supporting my point that Venezuela didn't take
    advantage of the good times when oil was high to build up their
    industrial infrastructure so the economy was diversified. Japan, on
    the other hand, did that so they can end up getting through the bad
    times in one industry due to the other industries.

    That wasn't my point. It has nothing to do with having mineral
    resources. Spending your way out of poverty has never worked. Nor does
    state industrial support of industry. The example of that is India
    versus Russia, as both countries had approximately the same size
    economies at the Communist takeover during WWI.
